The Town of Pierson utilizes the building services of Universal Engineering Sciences. UES is a locally managed company and will have a Building Official in Pierson on Wednesdays. UES will review and issue permits and perform inspections upon the completion of work. If you need to discuss a permit issue with the Building Official please contact us by phone or e-mail. |

Permit applications can be downloaded below. When submitting your application(s) to the Town of Pierson, please include two sets of all supporting documents for review. Permit applications and digital files are accepted by email at info@townofpierson.org.

Inspections are scheduled by appointment Monday through Friday. Weekend inspections are an additional cost of $150.00. This must be paid in advance of the inspection at Pierson Town Center.

What is the process for obtaining a Building Permit?
Print and fill out the Permit Application form and return to the Town of Pierson along with the required documents. Applications and supporting documents can be submitted electronically by e-mail, or delivered in-person or by mail to Pierson Town Center. Should you have any additional questions, please call or email Pierson Town Center.
Where do I file a Notice of Commencement?
In accordance with Chapter 713, Florida Statutes, a Notice of Commencement must be filed for any improvements (new construction, remodels, roofing, etc.) made to certain real property. The Notice of Commencement must be completed, signed, and notarized, and recorded with the Volusia County Clerk's Office. A copy of the recorded Notice of Commencement must be submitted to the Town of Pierson to accompany your Permit Application packet.
Do I need to pay Volusia County impact fees?
Volusia County has five growth-related impact fees, including Transportation (roads), Education (schools), Parks & Recreation, Emergency Medical Services (EMS) and Fire Rescue. Impact fees are charges that pay for the cost of new or expanded County facilities needed to serve new residential and non-residential development.
If you are building a new home, constructing or expanding a commercial building, or changing the use of an existing building anywhere in Volusia County, an Impact Fee review is required. Please visit the Volusia County Impact Fee page for more information:

The Town of Pierson will require documentation showing proof of the Impact Fee review and payment of the fees (if applicable) before a Certificate of Occupancy is issued.
How do I obtain a septic tank permit?
Permits for the construction and repair of septic tanks are issued by the Volusia County division of the Florida Department of Health. You must apply for septic tank permits directly through the Florida Department of Health.

How do I obtain a Release of Power from Duke Energy?
Duke Energy requires a Town of Pierson permit number and passed inspection report in order to release power to a dwelling or structure. This Release of Power request must be submitted to Duke Energy by the Town of Pierson. To request a Release of Power, please contact us during business hours so that we may submit a request to Duke Energy on your behalf. Ensure that you have obtained a permit from the Town and completed an inspection before requesting a Release of Power.
